Judy Donegan

Biography

Judy Donegan serves as the Managing Attorney of Unruh Law, PC.  In that role, she provides quality representation of military veterans and their qualifying family members, caregivers, and survivors.  She practices before the U.S. Department of Veterans Affairs, the U.S. Court of Appeals for Veterans Claims (“CAVC”), and the U.S. Court of Appeals for the Federal Circuit.

She also formerly served on the CAVC’s Rules Advisory Committee, as a volunteer for the Court’s Rule 33 Pilot Program, and as an Advisory Board Member for the Stateside Legal Services Program.  A seasoned veterans’ attorney, Judy has spent more than fifteen years representing disabled American veterans.  Prior to that she represented disabled individuals before the Social Security Administration.

A graduate of the University of Baltimore School of Law and admitted to the State Bar of Michigan in 1994.  Her appellate work before the CAVC began in 2007, and she became an accredited attorney for practice before the VA the following year.  She has participated in thousands of appeals before the CAVC and has been a sustaining member of the National Organization of Veterans’ Advocates since 2007.
